Physically-and mentally disabled Julian Kapp, 43, was described by his family as a 'friendly child'. On October 11 2013 he was found dead in their home. Even though items were missing from the house and there were obvious signs of violence, the SAPS did not investigate murder, saying he'd died of an epileptic seizure. They left the crime scene to be cleaned up by relatives. Now, the post mortem has revealed he'd been STRANGLED and BEATEN to death. ----------- Physically-disabled Julian Kapp 's family was told by SAPS he'd died of epilepsy... post mortem says he was beaten and strangled to death: -- "The police told me there was no case as Jullian had died from an epileptic fit.” 18 November 2013 Kerry Bird KINROSS - The body of Mr Jullian Kapp (43) was recently found in his home by a colleague and the police did not investigate his death at first, but accepted paramedics’ view that he had died of natural causes. Mr Kapp failed to pitch up for training for three days and his colleague checked up on him. He saw Mr Kapp’s body when he looked through a bedroom window which was open. According to witnesses, Mr Kapp’s body was found facing head down and was covered with a sheet. A friend raised her concerns after the police failed to do a full investigation regarding his death. A vehicle, cell phone, television, wallet and some belongings were missing from Mr Kapp’s residence. Ms Hester Kok, a friend of Mr Kapp, made enquiries regarding the case. “The police told me there was no case as Jullian had died from an epileptic fit. “I told them this was impossible as he did not suffer from epilepsy and that items were missing from his residence, including his vehicle,” Ms Kok said. She said: “After a week, I had received Jullian’s death certificate which stated he had died from unnatural causes. No one was able to tell me what the unnatural causes were.” According to the autopsy results, Mr Kapp was beaten and strangled. Mr Kapp’s brother, Mr Louis Kapp, said: “I feel the police did not treat my brother’s house as a crime scene. “People had been in and out of his house and no evidence had been taken or removed. “We began cleaning out my brother’s house about three weeks later and no trace of fingerprint residue was found.” According to Mr Kapp, there was blood in different areas of the house. His brother was described as a friendly, loving person with a childlike personality. He was physically and mentally disabled, but this did not stand in his way when he applied for a job 25 years ago at Sasol. “People would take advantage of my brother’s kindness because of his disability. “Why would anyone want to hurt him when all he wanted was to be accepted and make everyone happy?” asked his brother. The police were contacted and Capt Thil Matlala said that when the police arrived at the house, they contacted the paramedics according to procedure. The paramedics then gave the report to the police that Mr Kapp had died from natural causes. According to Capt Matlala, the police would have opened an enquiry when in doubt and the postmortem results would have guided them about whether to open a murder case or not. When the Ridge Times asked Capt Matlala how they were going to look into this case with no evidence of fingerprints being taken from the scene, he said “It is a tricky one, even when police found him he was dead for some time. “It was difficult to suspect it was murder. Only when a new report came to our attention that Mr Kapp’s vehicle and other items were missing, the police began to suspect murder,” Capt Matlala said.
