Hatecrimes against 100+ black children: Tembisa man, 40, allegedly kidnapped/raped 100+ children: SA Minister Lulu Xingwane demands speedy justice
28 March 2014 Rorisang Kgosana - The Minister for Women, Children and People with Disabilities has called on police to speed up investigations of a man who allegedly faces at least 100 child rapes, the department said.
According to reports, a 40-year-old Tembisa man is in police custody after he allegedly raped at least 100 children from Olifantsfontein, Tembisa, Ivory Park and parts of Johannesburg. In some cases, it is alleged that children had been kidnapped and assaulted. Police are investigating cases in several parts of the province that may be linked to the accused.
Minister Lulu Xingwana, who also chairs the "National Council Against Gender-Based Violence", sayswhile there is acknowledgement that the accused is being investigated for serious allegations, the purpose of an arrest is to ensure that perpetrators are brought to justice.
"We are concerned that the case appears to be taking longer, hence we are calling on the process to be rushed without compromising the quality of the investigation so that ultimately justice can be served. Swift action will send a message that crimes against children and vulnerable groups in society will not go unpunished," said Xingwana.
The unnamed accused black male appeared in court on Thursday and the case was postponed to 10 April.
It is believed that the child rapes began in 2007 when he allegedly raped a 10-year-old in Limpopo.
"As supervisors over our children, it is important that we are more attentive to issues and reports they raise and observe any behavioural changes that might be an indication of some form of abuse so as to act quickly in stopping violations of their rights. It is also mandatory in every parent, caregiver and teacher to make sure children are able to identify encounters with strangers that can lead to violations of their rights," Xingwana said.
